COL Carolyn C. Copp

Colonel, Chief of Staff

Ms. Carolyn Copp has served as Chairman of the Board since 2017. Her civilian career included corporate auditor, product manager and product and pricing planner for Xerox Corporation.  She was subsequently President and CEO of both a cellular and a wireline telephone company. Ms. Copp is committed to cultivating strong partnerships with governmental, military and non-profit organizations.

COL Anthony Shore

Judge Advocate General

Mr. Shore has held both governmental and corporate attorney positions. He was executive director of the Montgomery County (MD) Revenue Authority and is currently in private practice. He has been a member of the Board of Directors since 2017.

COL Charles R. Gilbert

Director of Special Programs

Mr. Gilbert s a licensed attorney with membership in the Maryland and West Virginia bar associations and the U.S. District Court of Maryland. He is owner and CEO of three long-standing local Maryland businesses. He has been a member of the board since 2025.

Mr. Charles Nalls

Board Member

Mr. Nalls comes to the board of directors after more than 20 years in the U.S. Navy intelligence branch. After leaving the military, Mr. Nalls, was attorney for the U.S. Government with an office in Washington, DC. A career change led him to complete academic training and ordination into the Anglican Catholic priesthood. Currently a bishop in the church, Mr. Nalls has served as Command Chaplain for the Maryland Military Department and was previously also a member of the Virginia Defense Force. He has been a member of the board since 2025.

Mr. Michael Ney

Board Member

Mr. Ney comes to the board of directors after a 25 year U.S. Army and ARNG career, followed by 35 years of volunteer service in the Civil Air Patrol and Indiana Guard Reserve.  Mr. Ney brings to the board experience in the military, state defense force, non-profit, community service and healthcare administration. He has been a member of the board since 2024.

CPT Bill Willis

Inspector General

Mr. Willis served 23 years in the U.S. Army including two tours in Vietnam and one in Desert Storm. He earned an Associate of Applied Science Degree in Law Enforcement.  Mr. Willis worked for the Maricopa County Sheriff’s Department, unarmed and armed Security, and currently works as an Emergency Medical Technician.  He is the US VRC Professional Military Education (PME) Academy Coordinator with SGAUS.  Mr. Willis has been a member of the board since 2025.
