Raymond W. Copp
Brigadier General, Division Commander
BG Raymond W. Copp has served his country in uniform for nearly five decades as a New York State Police Lieutenant, Chief of Police, U.S. Air Force Reserve, Vermont Air National Guard, Maryland Army National Guard and U.S. Army Reserve. He served as battalion chaplain for the 1297th CSSB, MDARNG, the 70th Training Regiment, APG, and retired as Command Chaplain for the Maryland Military Department. He was designated USAF Basic Pilot (1972) and Master Aviator (2010). He holds Air Transport Pilot and Certified Flight Instructor certificates with single, multi-engine and instrument ratings. His deployments include the US/CA Counterterrorism Task II (1990-1992). An ordained and military endorsed Orthodox Catholic priest, he served as U.S. VRC Command Chaplain (2017-2020), until promotion to Deputy Division Commander in 2020 and Division commander in 2025.

COL Carolyn C. Copp
Colonel, Chief of Staff
COL Carolyn Copp served with the Maryland Defense Force for five years. Commissioned in 2011 by the Maryland Military Department, COL Copp is MEMS qualified and served in the 121st Engineer Regiment and later as a planning officer, with a two-year assignment to Plans & Training with the MDARNG JFHQ. She started with a disaster response non-profit, DCMR, as ACoS, Operations and Planning, and later was appointed Chief of Staff to a successor organization, U.S. VRC, in 2017. COL Copp also serves as MEDCOM commander, joining the newly formed unit in 2024. Her civilian career included corporate auditor, product manager and and product and pricing planner for Xerox Corporation. She was subsequently President and CEO of both a cellular and a wireline telephone company. COL Copp is committed to cultivating strong partnerships with governmental, military and non-profit organizations. She earned private pilot and EMT licenses.

Marylen Henry
Command Sergeant Major
CSM Henry holds a BS in Arts and Science with a degree in Architecture. She is one of the founding members of M20CW – Museum of 20th Century Warfare – located inside Fort Harrison State Park. She teaches military history year-round through home school events and re-enactments at the Park. Enlisting in the Indiana Guard Reserve (IGR) in 2012, CSM Henry served as instructor for the IGR Force Protection unit while also working at the Horseshoe Casino in Shelbyville, Indiana as a Security Trainer. While there, CSM Henry developed training programs for incoming Security Officers. She joined 1st IN BN US VRC in 2021 and was appointed Division Command Sergeant Major in 2025.

COL Anthony Shore
Judge Advocate General
COL Shore began his disaster response service with the DC Military Reserve in 2015 and continued with the U.S. VRC two years later. Currently serving as Judge Advocate General, he previously held positions as ACoS Intelligence (G-2), and Inspector General. An attorney for over forty years, COL Shore has held both governmental and corporate attorney positions. He was executive director of the Montgomery County (MD) Revenue Authority and is currently in private practice.

COL Charles R. Gilbert
Director of Special Programs
COL Gilbert began his disaster response service with the DC Military Reserve in 2015 and continued with the U.S. VRC two years later. Rising to the rank of major and executive officer of the 1st Maryland Battalion, he was appointed battalion commander in 2018, promoted to his current rank in 2025 and appointed Director of Special Programs. He is a licensed attorney with membership in the Maryland and West Virginia bar associations and the U.S. District Court of Maryland. He is owner and CEO of three long-standing local businesses. COL Gilbert’s certifications include Master MEMS, CPR/AED Instructor, firearms instructor, HAM radio operator, CERT Go-Team Member, scuba diver and private pilot.

CPT Bill Willis
Inspector General
CPT Willis served 23 years active duty in the U.S. Army including two tours in Vietnam and one in Desert Storm. His military decorations include the Meritorious Service Medal, Army Commendation Medal (2), Army Achievement Medal (3), Good Conduct Medal (7), National Defense Service Medal (with bronze star), Vietnam Service Medal (4 Bronze stars), Southwest Asia Service Medal (3 bronze stars), NCO Professional Development (with numeral 3), Overseas Service Ribbon (with numeral 6) Republic of Vietnam Campaign Ribbon (with 60 devise), Kuwait Liberation, Saudi Arabia ribbon, and the Kuwait Liberation Emirate of Kuwait ribbon. He earned an Associate of Applied Science Degree in Law Enforcement. He has worked for the Maricopa County Sheriff’s Department, unarmed and armed Security, and is currently works as an Emergency Medical Technician. CPT Willis holds a Masters certification in MEMS (Military Emergency Management Specialist), and is a American Safety Health Institute Level 3 Instructor. After eleven years with the Indiana Guard Reserve, CPT Willis served USVRC as Executive Officer of MEDCOM before being appointed Inspector General in 2025.

Scott Matheson
CH (2LT), Command Chaplain
CH(2LT) Matheson currently serves U.S. VRC as Command Chaplain. He began his military career as an Infantryman with the 5th BN, 14th Infantry Division in 1994. He enlisted in the U.S. VRC (2021) as a Training Officer (E-5) with the New England Detachment. He was promoted to WO2 in charge of recruitment and then NE DET chaplain in 2024. He was promoted to 2LT and appointed Command Chaplain in 2025. An experienced firefighter and EMT with an AAS in Fire Science, CH(2LT) Matheson graduated chaplain training from Serve Ministries with a concentration in military chaplaincy. He is a disabled veteran.

James G. Wakefield III, MD
Colonel, Surgeon General
COL James G. Wakefield, III began his military career as an enlistee. He earned BS and MS degrees in Electrical Engineering and served with the U.S. Army, ARNG, LEO, and Fire/EMS. COL Wakefield earned his medical degree on the GI bill and served as a physician during three Middle East tours of duty. He practices Emergency Medicine, Family Medicine and Rural Medicine. His additional skills include pilot, scuba diver, paramedic, rock/ ice climber, mountaineer and sailor. He was appointed USVRC Surgeon General in 2023.

Ward T. Blanchard Jr.
Lieutenant Colonel
ACoS Intelligence (G-2)
LTC Blanchard began his military career in 1988 and retired twenty (20) years later at the rank of WO4. He was deployed during the Global War on Terror and received numerous awards and decorations including the National Defesne Service Medal. After leaving the Army, LTC Blanchard worked for several government contractors including General Dynamics Information Technology. Earning a Master’s Degree in Leadership Development and an MBA, he joined USVRC in 2020. In that same year LTC Blanchard was appointed ACoS Intelligence (G-2).

Scott Coombs
Warrant Officer, Director of Training (G-7)
WO1 Coombs has extensive emergency management experience and possesses advanced certifications including EMT, Paramedic, First Class Firefighter, Fire Medic IV, and CERT. As a certified BLS/ACLS instructor he has extensive classroom and practical teaching experience. WO1 Coombs joined US VRC in MEDCOM in 2024 before being appointed Division Director of Training (G-7) in 2025.

Edward Earl Blackwell
Colonel
Commander 1st Pennsylvania Battalion
COL Blackwell currently serves the U.S. VRC as Pennsylvania Battalion Commander. He began his military career as a Medical Service Specialist with the U.S. Air Force Reserve in 1979. With degrees in Counseling Psychology, Master of Divinity, and Doctor of Ministry, COL Blackwell has been a church pastor for 34 years. Serving the Maryland Military Department and Maryland Army National Guard as chaplain for the 70th Training Regiment, Aberdeen, MD, he joined U.S. VRC in 2019. Currently, COL Blackwell serves as Senior Chaplain for the Commonwealth of Pennsylvania State Police. He was USVRC Command Chaplain before being appointed Pennsylvania Battalion Commander in 2025.

Christopher M. Braley
Sergeant First Class
NCOIC 1st Pennsylvania Battalion
SFC Braley enlisted in the U.S. Army, field artillery unit, in 2003. An experienced firefighter and advanced EMT in both New Hampshire and Maine, he was awarded the meritorious unit citation. SFC Braley enlisted in US VRC in 2020 and promoted to staff sergeant (E6) a year later. He was appointed Pennsylvania Battalion NCOIC in 2025 with the rank of Sergeant First Class..

Antonio Orozco
Major
Commander 1st Maryland Battalion
DELMARVA DET
MAJ Orozco is a Scientist with a BSc in Physics (Theoretical Physics, 1992) and a PhD in Physics (Solid State Physics, 1996). He joined US VRC in 2020 as 1LT, was promoted to CPT in 2021 and to MAJ in 2024. An avid snow, rock and ice climber for more than 40 years, his mountaineering activities and experiences brought him into vertical/ roped rescue and wilderness SAR. He is a certified First Aid, CPR & AED, CERT certified and Basic MEMS and MEMS Flash. He is currently 1st Maryland Battalion commander.

Harvey A. Thacker
Captain
Commander 1st New England Detachment
CPT Thacker brings to USVRC twenty four (24) years experience as a fire chief and paramedic. He served six (6) years in the US Army that included one deployment to Afghanistan. After leaving the military, CPT Thacker trained and was ordained a minister. The pastor of a church in Maine, he first served USVRC in the chaplain corps. He was appointed 1st New England Detail commander in 2024. Currently CPT Thacker is Fire Chief/Paramedic and EMA Director for the Town of Sabattus, Maine.

Melissa A. Chick
Sergeant Major
NCOIC 1st New England Detachment
SGM Chick enlisted in the U.S. Army right out of high school in 1982. After initial training, she was assigned to HHC USAG (5TH ID) at Fort Polk, LA as a supply clerk and then as NBC NCOIC. She joined the U.S. Army Reserve in Portsmouth, NH in 1985, and assigned as battalion supply sergeant with the 76th Division. SGM Chick went from the Army reserve to the NH National Guard in 1999. With deployments to Iraq, Germany, Qatar, Guan and Hawaii on her resume, SGM Chick retired in 2022. Enlisting in USVRC, she was assigned as First Sergeant to the New England Detachment before being appointed Sergeant Major in 2025.

Charles Nalls
Colonel
Commander 1st Virginia Battalion
COL. Nalls served his country for more than 20 years in the U.S. Navy intelligence branch. After leaving the military, COL Nalls, was attorney for the U.S. Government with an office in Washington, DC. A career change led him to complete academic training and ordination into the Anglican Catholic priesthood. Currently a bishop in the church, COL Nalls served as Command Chaplain for the Maryland Military Department and the D.C. Military Reserve. A member of USVRC since 2017, COL Nalls was appointed 1st VA BN commander in 2025.
SOUTH CAROLINA

Thomas R. Foster
Colonel
Commander 1st South Carolina Battalion
COL Foster joined USVRC after serving eighteen (18) years with the SC State Guard. In addition to being an ordained Baptist minister, he has earned an AA degree in Industrial Electricity and a BA in Criminal Justice. He spent his working career as a gas pipeline supervisor. A retired county councilman, COL Foster is also licensed as an EMT and Firefighter, and holds certifications in Search and Rescue, Swift Water Rescue and CERT. He served as USVRC as interim commander in 2024 and appointed South Carolina battalion commander in 2025.

Reba J. Mahaffey
Major
Commander 1st Illinois Battalion
MAJ Mahaffey is a licensed Nurse Practitioner joining USVRC MEDCOM in 2023 after nearly nine (9) years service with the Indiana Guard Reserve (IGR) 19th Medical RGT. With advance academic nursing degrees, she has extensive experience in neurology and pain management. MAJ Mahaffey is committed to therapeutic intervention and treatment plan development. She completed the Department of Transportation’s National Registry of Certified Medical Examiners Training Program in 2015, the SGAUS Field Casualty Course, and earned the Master MEMS, among other certifications and credentials. MAJ Mahaffey was appointed 1IL BN commander in 2025.

2LT Moats began her military career as a firefighter with the U.S. Army Reserve 351st Ordinance Company. An accomplished EMT, Paramedic, Military Basic Instructor and SAR Tech Instructor, she also served with the 10th Medical regiment, Maryland Defense Force, and the 3rd Battalion, Texas State Guard. LT Moats became the Jeff Davis Co, TX EMS Director in 2024 and USVRC 1st Texas DET CO in 2025.

MAJ Anderson joined USVRC after serving more than twenty (20) years with the Indiana Guard Reserve. A licensed paramedic, he was appointed Commander 1st Indiana Battalion in 2024.

Mattis M. Guttierrez
Major
Executive Officer
MAJ Gutierrez served sixteen (16) years in the U.S. Air Force where he underwent extensive training as a combat medic. Later commissioned as a flight nurse, he transported active duty soldiers, reservists, and dignitaries in and out of danger zones. He has extensive clinical and supervisory experience. With academic degrees including a master’s degree in health administration and a doctor of medicine (MD), he has accepted challenging positions to turn-around organizations with performance problems, including correctional institutions.MAJ Guttierrez volunteered in Israel, assisting and supporting local agencies both logistically and medically. He seeks challenging and diverse assignments, and is prepared to serve there again. He was commissioned major (O4) in the USVRC in 2023 and serves as MEDCOM executive officer.

Tony A. Sancillo

1LT Sancillo began a 25 year career in broadcasting after graduating from the University of Mississippi. He concurrently managed both civilian and military careers, the later in the U.S. Army, MS Army National Guard and the Mississippi State Guard. As a police officer in Tupelo, MS, 1LT Santillo rose to the rank of Lieutenant. He is MEMs qualified and has completed numerous FEMA courses. 1LT Sancillo became commander, 1 TN DET, in 2025.
